News sites knocked out as data center floods

At 4:21 p.m. ET Monday, the tech blog Gizmodo tweeted that its downed?site would "be back soon!?There was a data center battery failure after the power went down in Lower Manhattan. Generators powering up." But almost a day later, the site ? and its sister?sites in the Gawker network ? were still limping.

Gawker was not alone. The Huffington Post and BuzzFeed experienced outages and trouble publishing. CNET reported that Livestream, host of the live "Sandycam" video?feed, had a "major outage." And?MarketWatch, a property of the Wall Street Journal, was "?severely disrupted by Hurricane Sandy," according to a?post on its?Tumblr site.

When you see a website go down,?the blame usually falls on hackers or, more often, software bugs.?We don't often think of?the Web as having a physical existence, but sure enough, Sandy has shown that nature can impact websites with greater force than any team of malicious code wizards can summon up.

The problem was explained by BuzzFeed ? not in a post on its own site, but on a BuzzFeed channel on the Tumblr blogging network:

Datagram, the ISP whose Manhattan servers host BuzzFeed, Huffington Post, Gawker, and other sites, has lost power, an official there told us via text this evening.

"Basement flooded, fuel pump off line ? we got people working on it now. 5 feet of water now," the official wrote.

Even Tuesday, Datagram was still struggling to recover. At 11:20 a.m. ET, the company's website reported: "We are still flooded, as soon as the basement is cleared we will be allowed to operate the generator and restore power." Then at 11:53 a.m. came the update: "The building has slowly begun to pump water out of the basement. They are unable to provide an ETA however."

Nationally, the picture was not so grim. Most of the country's?top websites "appear to have weathered the storm remarkably well," wrote Aaron Rudger, senior?marketing manager of Web performance for Keynote, a mobile and website monitoring and testing service, in an email to NBC News. "Overall performance slowed by about 7 percent, with average availability of 98 percent."

Rudger said that only one of 40 biggest websites tracked by Keynote had an outage in the timeframe?of?Sandy's impact, job site Monster.com. "That site experienced major failures at around 8?p.m. Pacific Time last night, persisting throughout the evening and into the morning. The site appears to have recovered now."

Gawker founder and publisher Nick Denton "was among Internet honchos who engages a data center in downtown Manhattan, which, unshockingly to anyone who's read a weather report in the last five days, didn't make it," wrote The Awl's Choire Sicha, who added, "The rest of us made data center preparations; even then, some of us went down after midnight."

But given the scope of the outage, it's not clear what quick preparations could have been made to avoid the problems, especially for sites that are hosted in a single physical?location.?

"We had plans for a second data center in 2013 which we will now be moving up," Scott Kidder, Gawker's?executive director of operations, told NBC News in an email. "We ? as other publishers ? had counted on Datagram's ability to withstand anticipated natural disasters, which seems to have been misplaced."

Like other sites facing data failures in the wake of Hurricane Sandy, Gawker turned to alternative publishing. (You can now?find Gawker sites at updates.gawker.com,?updates.gizmodo.com, updates.kotaku.com, updates.jalopnik.com, and so on). Denton urged his staff to turn to Facebook and Twitter as well.

"While we're obviously disappointed with Datagram," said Kidder, "our priority has been getting back online for our readers with an alternate publishing platform, which we've now done with all sites thanks to Tumblr."

"Elements of BuzzFeed?s site and many story pages are back online, thanks to a Content Delivery Network, Akamai, which hosts the content at servers distributed around the world," said BuzzFeed's Tumblr page. "We aren?t able to update the site right now, however," so the site provided its Tumblr, Twitter and Facebook info for readers.

During its outage, The Huffington Post was able to redirect traffic to an alternate server at status.huffingtonpost.com, but appeared to have recovered sooner than the?others.?

Re-directing readers to social channels and new Web addresses is a messy proposition, but in today's twitterfied news world, it's not as crazy as it sounds. At least not for BuzzFeed, according the site's tech editor, Matt Buchanan.

"I think BuzzFeed is in a unique position because it's a social publisher at its core ? so it's totally natural for us to move to these other media," Buchanan told NBC News. "I think a lot of our readers are totally comfortable following us as natives of the social Web. Also, it helps that we had strong presences on Twitter and Tumblr to begin with."

Despite intermittent Tumblr outages, Buchanan said traffic was "picking up" on BuzzFeed's alternatives, particularly buzzfeedpolitics.tumblr.com.

But?getting BuzzFeed's main?site back on track has taken more Herculean efforts: It is rebuilding the whole operation on a cloud-based server run by Amazon.?"The team have been working non-stop since we went down yesterday," said BuzzFeed's Ben Smith.?One of BuzzFeed's New York-based?developers who coded through the night for the emergency site?transplant did so with a tree smashed through the roof of his home.

Sri Lanka must act on rights issues: Human Rights Watch

UN members should urge Sri Lanka to act on accountability for abuses at its Universal Periodic Review (UPR) Thursday, Human Rights Watch said Tuesday.

Sri Lanka must also be reminded of its international obligations to protect free expression and to stop intimidation of civil society and the media at its UPR at the UN Human Rights Council in Geneva, it said.

The UN scrutinizes the human rights record of each member state every four years. This review allows governments to scrutinize Sri Lanka's rights record and make recommendations for improvements.

Sri Lanka?s last UPR, in 2008, occurred during the conflict between the government and the now vanquished Liberation Tigers of Tamil Eelam. The 25 years of war ended in May 2009.

The end stagees of the conflict was in particular marred by widespread allegations of killings and wanton attacks on civilians, mostly Tamils, in the northeast of Sri Lanka. Colombo has denied the charges.

?Governments should use the UPR to question Sri Lanka?s deteriorating human rights situation and make recommendations for meaningful change,? said Brad Adams, Asia director at Human Rights Watch.

?Of particular concern is the government?s ongoing failure to hold anyone to account for numerous deadly abuses by both sides during Sri Lanka?s long war.?

In its 2012 submission for the review, Sri Lanka claims it has taken measures to implement the recommendations made in 2008 to ?investigate all allegations of extra-judicial, summary or arbitrary killings?.

Human Rights Watch, however, said there was no evidence that any such investigations had occurred.

The government also said it would strengthen grievance mechanisms and pursue investigations of attacks against media and civil society.

"Instead, those abuses have continued, with senior officials publicly threatening those who advocate for government accountability.

"The government has also failed to censure any official implicated in such acts of intimidation," the rights body said.

It demanded that the government lift restrictions on the media; stop intimidating human rights defenders; axe anti-terror laws; end torture and enforced disappearances; provide accountability for war crimes; and strengthen the National Human Rights Commission.

Bahrain bans all protest gatherings amid violence

MANAMA, Bahrain (AP) ? Bahrain imposed emergency-style rules Tuesday banning all protest gatherings and threating legal action against groups considered backing escalating demonstrations and clashes in the strategic Gulf kingdom.

The order, announced by the Interior Ministry, is the most sweeping attempt to quash the kingdom's anti-government uprising since martial law rules were in effect during the early months of unrest last year. It sharply increases pressure on political groups from Bahrain's Shiite Muslim majority, which has led the protests seeking a greater political voice in the Sunni Muslim-ruled nation.

Tougher steps against opposition groups could raise complications for Washington and other Western allies that have stood by Bahrain's monarchy during more than 20 months of unrest. The U.S. has important military bonds with Bahrain, which hosts the U.S. Navy's 5th Fleet, but it also has called for increased efforts at dialogue to ease the tensions.

Shiites comprise about 70 percent of Bahrain's 525,000 citizens, but claim they face systematic discrimination such as being denied top political and security posts. The Sunni monarchy has made a series of concessions ? including giving more powers to the elected parliament ? but opposition groups say the reforms do little to loosen the ruling family's hold on power.

More than 50 people have been killed in Bahrain's unrest since February 2011. Among them were two policemen who died this month from injuries suffered in attacks by firebombs and explosives.

A statement by the Interior Ministry said Bahraini society was "fed up" with near nonstop demonstrations and clashes and "there was a need to put an end to them." Bahrain's government has permitted limited protests and marches, but much of the violence occurs outside the authorized gatherings.

It added that any "illegal rally or gathering would be tackled through legal actions against those calling for and participating in it."

This warning appeared aimed particularly at the largest Shiite political bloc, Al-Wefaq, which has organized many opposition marches. Another rally is planned for Friday.

An Al-Wefaq official, Hadi al-Musawi, struck a defiant tone, calling the Interior Ministry order "against international human rights."

Other Gulf states have placed limits on political expression amid worries that movements inspired by last year's so-called Arab Spring uprisings could threaten their ruling systems. Last week, Kuwait banned all public gatherings of more than 20 people following opposition protests before parliamentary elections on Dec. 1.

Pumpkin Patch Photo Failure ? Happy Home Fairy

Sunday morning dawned bright and beautiful.

I have been wishing all month for the perfect day to get some fall family pictures at our church?s pumpkin patch.

So I came before the Lord with a simple request -

That we would all be dressed in time, fed in time (with no barfs), pumped in time, and make it to church (a 30-minute drive) on time so that we could go to the Pumpkin Patch after for our fun family photo experience.

Well, my prayers of getting there dressed and on time were answered (which is a miracle in itself).

But the fun family experience?

Not so much.

My fairy-tale photo shoot ended up being a bit of a battle with the sun, wind, toddler moodiness, tired baby, and other comedy of errors.

Thought you might get a kick out of this glimpse into our ?perfect? fall day?

Not everything goes the way we plan it to, huh?

And I didn?t even tell you how in the family photos I am shamelessly whispering bribes to the Happy Buddy of iPad time in exchange for smiles!

We did have a few enchanting moments, though?

Although I?m thinkin? that sweet smile is more a reaction to the wind blowing in his face than anything else! ?Ha!

Forecasters are warning of high winds that could topple trees and damage homes, a storm surge that could flood low-lying coastal areas, and heavy rainfall or even snow that could create dangerous conditions far inland. The violent weather is also likely to down power lines and leave many of the 50 million people in the storm's path without electricity. What's the best way to stay safe? Here, seven key tips:

1. If you're in a danger zone, get out
When a hurricane comes barreling in, the primary safety rule is quite simple: Get out of the way. "We've seen a lot of people unfortunately get injured and even losing lives going out during storms when they don't need to be out there," says Federal Emergency Management Agency administrator Craig Fugate. Those in the storm's path can stay as safe as possible if they "heed the evacuation orders and stay off the road and out of this weather that comes in."

2. Stay inside
Even if you aren't ordered to leave, "stay indoors and avoid the calmed 'eye of the storm' that can pass quickly, leaving you outside at risk," says Ryan Jaslow at CBS News. Most hurricane-related injuries are caused by flying glass and other debris, and you can avoid getting hit if you hunker down in a safe spot, inside and away from windows and doors. When the winds are at their worst, a bathroom or dry basement can provide the best shelter.

3. If you plan to stay put, be prepared
If you're one of the 50 million Americans who could be affected by the storm, you need to get ready, now, even if you're not being advised to leave home, says Jaslow at CBS News. Stock your home with emergency supplies, including five gallons of drinking water per person (enough for three to five days), non-perishable foods, a battery-powered radio and flashlights, extra batteries, a first-aid kit and manual, prescription medicines, baby food, sleeping bags, extra blankets, and other necessities. Also, have important documents handy ? including insurance policies, wills, licenses, and anything "you might need to grab in a pinch."

4. Be careful what you eat
Turn your refrigerator and freezer temperatures to their coldest setting. "When the power goes out, that food in the fridge will last only so long," says ABC News Radio. Once the electricity has been out for four hours or more, "you should throw away any perishable food" you have in the fridge. If your freezer's full, leave it closed and your frozen food should stay safe for 48 hours. If it's only half full, the "safe window" is just 24 hours. And open the door as infrequently as possible, as you let cold air escape every time you open it, "effectively speeding up the clock for when your food might spoil." Use common sense, and toss anything that looks, feels, or smells funny. And always follow the "old rule, 'When in doubt, throw it out.'"

5. Make sure everyday items don't turn dangerous
If you've still got time, you should "trim back trees and shrubbery around your home," says Nashoba Publishing, and get rid of diseased or damaged tree limbs that could be blown down and sent flying by high winds. Clear rain gutters to prevent flooding in the wrong places. And do what you can to prevent items outside your home from being "picked up by strong winds and used as a missile." Make sure storage sheds and kids' playhouses are securely anchored, and bring in loose lawn furniture, hanging plants, trash cans, and other items. If you don't have storm shutters, cover windows with plywood bolted to the surrounding wall.

6. Use your generator wisely
"In a blackout, many view generators as a lifesaver," says ABC News. "But use them improperly, and they can actually put your life in danger." Generators use carbon monoxide, which you can't detect because it's colorless and odorless. Each year, 15,000 people get sent to emergency rooms and 500 people die from carbon monoxide poisoning. "To keep you and those who live with you safe, never use a generator inside your home or garage," even if the windows are open.

7. Listen to people who have been through it
Some of the best tips come from people who have already weathered a monster storm, says Kathleen Koch at CNN. Obituary Notice: Renowned Research Physiologist ... - Education

Jeffrey B. Graham, a research physiologist at Scripps Institution of Oceanography, UC San Diego, died of cancer at his home in San Diego, Calif., on Dec. 8, 2011. He was 70 years old.

For nearly 50 years, Graham?s research focused on the evolution, comparative physiology and biology of fish, with special interests in fish respiration and locomotion. In addition, he specialized on species characterized as being ?transitional? between the normal life history and physiology of the groups they represent. Examples include the sea snake Pelamis, which has ?returned to the sea? and, unlike the majority of sea snake species never leaves the water. Another are tunas and lamnid sharks, considered ?superfish? because of their many adaptations for elevated aerobic capacity and their extensive migrations that distinguish them from most other fishes. Graham also was a key researcher in air-breathing fishes, a diverse assemblage of species occurring among 50 families of osteichthyans (bony fish), some of which have partially emerged onto land.

Born on Nov. 26, 1941, in Portsmouth, VA, he received a B.A. degree in zoology in 1964, and an M.S. degree in biology in 1967, both from San Diego State University. He received a Ph.D. from Scripps Institution of Oceanography in 1970, under Richard Rosenblatt, renowned ichthyologist and curator emeritus of the Marine Vertebrate Collection. Graham served on the scientific staff of the Smithsonian Institution and was a professor of zoology at San Diego State University prior to joining Scripps.

Graham began his academic career as a zoology major at San Diego State University and upon graduation in 1964 planned to follow his mentor, Richard Etheridge, into a career in herpetology. Through that research he became interested in Pelamis, an extremely venomous sea snake, for its thermal biology, diving physiology and related processes such as buoyancy and the use of cutaneous respiration. He worked as an aquarium biologist at Scripps Aquarium, saw a general shift in his interest to fishes and began his Ph.D. studies at Scripps in 1967. During his graduate work he was awarded a pre-doctoral fellowship at the Smithsonian Tropical Research Institute in Panama to compare the temperature tolerances and thermal effects on metabolism in trans-isthmian congener fishes. He traveled to Panama to conduct his research, then returned to Scripps and finished his Ph.D. degree in 1970.

Subsequent work with Pelamis involved the first study of its swimming biomechanics both at the surface and at depth when the buoyant lung transforms the snake into a swimming ?wing.? These studies of diving were the first to document that Pelamis breathed through its skin and that the lung had importance for subsurface buoyancy.

Again, Graham?s interest evolved and he began to study tuna physiology and was the first to discover a category of endothermic tunas, those having central heat exchangers positioned within greatly enlarged hemal arches (bony arches extending ventrally from the spinal column).

Graham was still conducting research at the time of his death.

At Scripps, Graham served as director of the Marine Biology Research Division and as associate director of the Center for Marine Biotechnology and Biomedicine. He also served as executive director of Birch Aquarium at Scripps from 2000 to 2002. During his tenure, the aquarium opened the Lynne and Howard Robbins Shark Reef, a 13,000-gallon live exhibit accompanied by interpretive panels on shark biology and conservation that displays shark species that inhabit tropical reefs. He also was responsible for introducing the current aquarium?s first seahorse exhibit, Secrets of the Seahorse, in 2002. The highly successful exhibit received the Munson Aquatic Conservation Exhibitry (M.A.C.E.) Award, which honors excellence in aquatic exhibits that incorporate conservation education.

In addition, Graham started the aquarium?s monthly public lecture series, which was renamed the Jeffrey B. Graham Perspectives on Ocean Science to honor him in 2002.

?Jeff?s efforts revitalized the aquarium during a very crucial time, and he was a tremendous colleague who I will miss greatly,? said Nigella Hillgarth, Ph.D., executive director of Birch Aquarium at Scripps.

Prof. Lawrence Frank in the Department of Radiology at the UC San Diego School of Medicine said that one of Graham?s greatest strengths was his ability to cross disciplines and bring people together to pursue innovative ideas. In 2001, Frank attended a shark dissection being performed by Graham as part of the first live webcast from the Birch Aquarium. The ensuing conversation led to a new collaborative research direction to use magnetic resonance imaging (MRI) for comparative anatomical studies in sharks, and subsequently to a project to digitize the specimens housed in the Marine Vertebrate Collection at Scripps using MRI. The National Science Foundation awarded Frank and collection curators a five-year, $ 2.5 million grant to launch the Digital Fish Library, a project that lets students and researchers around the world study fish anatomy via computer. Frank had been working with Graham on imaging projects until just weeks before Graham?s death.

?He was always about new ideas and was a really great facilitator,? said Frank. ?He had a profound influence on me.?

Graham was awarded a John Simon Guggenheim Memorial Foundation Fellowship in 1987, and he received the Most Distinguished Alumni Award for 1975 from the College of Sciences and Alumni Association at San Diego State University (SDSU). He was elected to Phi Beta Kappa at SDSU in 2001.

Graham was a member of the American Association for the Advancement of Science, Sigma Xi, and the American Physiological Society, and has published more than 165 scientific papers and the book ?Air-Breathing Fishes: Evolution, Diversity, and Adaptation,? the authoritative reference on fish air breathing physiology published in 1997.

On Nov. 17 Graham was honored by nearly 200 colleagues, friends and family in a day-long event at Scripps Oceanography that celebrated his extraordinary scientific career, numerous achievements in research, teaching and mentoring, and his friendship.

In Graham?s own words, ?My scholarly journey began on land, moved into the sea, and considered the suite of physiological adaptations acquired by groups moving between the two. Along the way I have enjoyed the generosity of mentors, the pleasures of discovery and the good camaraderie of like-minded friends and colleagues.?

In addition to Graham?s work as a scientist, he was also an accomplished artist. He had always been interested in painting and re-discovered this interest in the process of making scientific illustrations for his research. He worked exclusively with oils on canvas and board. His subjects were both land and seascapes, still life and portraits, which include portraits of all of his grandchildren and his good friend at Scripps Oceanography Richard Rosenblatt. The Rosenblatt portrait is on display at the Scripps Institution of Oceanography Marine Vertebrate Collection.

Graham is survived by his wife, Rosemarie; son Jeffrey, Jr. (Nancy); and daughters Wendy (Brian) and Erin; five grandchildren, Tate, Hailey, Nolan, Dylan and Melanie; brothers Doug and Barry; and sister Diana.

Italy's Berlusconi sentenced to jail for tax fraud

MILAN (Reuters) - Former Italian Prime Minister Silvio Berlusconi was sentenced to four years in jail on Friday for tax fraud in connection with the purchase of broadcasting rights by his Mediaset television company.

The 76-year-old billionaire media magnate, who was convicted three times during the 1990s in the first degree before being cleared by higher courts, has the right to appeal the ruling two more times before the sentence becomes definitive.

That process is likely to be lengthy and he will not be jailed unless he loses the final appeal. Even then, because the crime was committed when an amnesty to prevent prison overcrowding was in place, the maximum possible jail time would be one year.

The ruling comes two days after Berlusconi confirmed he would not run in next year's elections as the leader of his People of Freedom (PDL) party, ending almost 19 years as the dominant politician of the centre-right.

Milan judge Edoardo d'Avossa told a packed court that between 2000 and 2003, there had been "a very significant amount of tax evasion" and "an incredible mechanism of fraud" in place around the buying and selling of broadcast rights.

The court's written ruling said Berlusconi showed a "natural capacity for crime".

During a phone call to an evening news broadcast on one of his own channels, Berlusconi said there was no link between his decision pull out of politics and the Friday ruling, and slammed the court for being politically motivated.

He called the verdict "political and intolerable," and said it showed Italy had become uncivilized, barbaric and was no longer a democracy.

Berlusconi lawyers Piero Longo and Niccolo Ghedini said the ruling was "totally divorced from all judicial logic", adding that they hoped the "atmosphere" at the appeals courts would be different.

Berlusconi, one of Italy's richest men, became prime minister for a second time in 2001 after winning a landslide election victory. Even while he was prime minister, he remained in effective charge of Mediaset even though he had handed over control of day-to-day operations, the court said.

The four-time prime minister and other Mediaset executives stood accused of inflating the price paid for TV rights via offshore companies controlled by Berlusconi and skimming off part of the money to create illegal slush funds.

The investigation focused on television and cinema rights that Berlusconi's holding company Fininvest bought via offshore companies from Hollywood studios.

The court also ordered damages provisionally set at 10 million euros ($13 million) to be paid by Berlusconi and his co-defendants to tax authorities.

"POLITICAL HOMICIDE"

The flamboyant Berlusconi, who is still on trial in a separate prostitution case, resigned as prime minister a year ago as Italy faced a Greek-style debt crisis, handing the reins of government to economics professor Mario Monti.

Angelino Alfano, secretary of the PDL, said the ruling proved once again "judicial persecution" of the media magnate, while political rival Antonio Di Pietro, a former magistrate, hailed the decision, saying "the truth has been exposed".

Should the ruling be confirmed on appeal, Berlusconi would also be forbidden from holding public office for five years, and from being a company executive for three years.

"This is not a sentence, but an attempt at political homicide," Fabrizio Chicchito, the PDL's chief whip in the Chamber of Deputies, said referring to the ban on holding office.

Now that Berlusconi has said he will pull out of politics, he may be focusing more on his business empire, which includes Mediaset, AC Milan soccer club, and Internet bank Mediolanum.

Shares in Mediaset, Italy's biggest private broadcaster, fell as much as 3 percent after the ruling, and are down about 50 percent in the last year.

The broadcaster has been struggling against rivals like News Corp's broadcaster Sky Italia and a host of online media, while its core advertising revenues are feeling the pinch of the recession.

The court acquitted Mediaset chairman and long-term Berlusconi friend Fedele Confalonieri, for whom prosecutors had sought a sentence of three years and four months.

Berlusconi has owned AC Milan since 1986 and the club have been European champions five times under his leadership. But the its fortunes have dipped in the past couple of seasons amid cost cutting, prompting repeated rumors of its possible sale.

He also is still on trial in the separate "Rubygate" case in which he is accused of paying for sex with a teenaged nightclub dancer when she was under 18 and thus too young to be paid legally as a prostitute. He denies the charges.

TAMPA, Fla. -- Former Secretary of State Colin Powell, a Republican who served under George W. Bush, declared his support for a second term of President Barack Obama.

"I voted for him in 2008, and I plan to stick with him in 2012," Powell said Thursday during an interview with CBS's "This Morning." "I'll be voting for he and for Vice President Joe Biden next month."

Powell said he believed Obama's economic policies were helpful in turning around the slugging economy and he criticized Republican challenger Mitt Romney's stance on foreign policy.

"I think we ought to keep on the track that we are on," Powell said.

In the interview, Powell insisted he was still a Republican, but "of a more moderate mold." He surprised many within the party in 2008 by choosing Obama over Republican Sen. John McCain.

NASSAU, Bahamas (AP) ? Hurricane Sandy raged through the Bahamas early Friday after leaving 21 people dead across the Caribbean, following a path that could see it blend with a winter storm and reach the U.S. East Coast as a super-storm next week.

Sandy knocked out power, flooded roads and cut off islands in the storm-hardened Bahamas as it swirled past Cat Island and Eleuthera, but authorities reported no deaths in the scattered archipelago.

"Generally people are realizing it is serious," said Caroline Turnquest, head of the Red Cross in the Bahamas, who said 20 shelters were opened on the main island of New Providence.

Sandy, which weakened to a category 1 hurricane Thursday night, caused havoc in Cuba early in the day, killing 11 people in eastern Santiago and Guantanamo provinces as its howling winds and rain toppled houses and ripped off roofs. Authorities said it was Cuba's deadliest storm since July 2005, when category 5 Hurricane Dennis killed 16 people and caused $2.4 billion in damage.

Sandy also killed one person while crossing Jamaica on Wednesday and 10 in Haiti, where heavy rains from the storm's outer bands caused flooding in the impoverished and deforested country.

Early Friday, the hurricane's center was about 145 miles (235 kilometers) east-southeast of Freeport, Bahamas. The storm had maximum sustained winds of 85 mph (140 kph) and was moving north-northwest at 13 mph (20 kph).

Forecasters warned that Sandy will likely mix with a winter storm to create a monster storm in the eastern U.S. next week whose effects will be felt along the entire Atlantic Coast from Florida to Maine and inland to Ohio.

Sandy, which crossed Cuba and reached the Bahamas as a category 2 hurricane, was expected to maintain its category 1 storm status for the next few days.

In the Bahamas, power was out on Acklins Island and most roads there were flooded, government administrator Berkeley Williams said.

On Ragged Island in the southern Bahamas, the lone school was flooded.

"We have holes in roofs, lost shingles and power lines are down," said Charlene Bain, local Red Cross president. "But nobody lost a life, that's the important thing."

Steven Russell, an emergency management official in Nassau, said docks on the western side of Great Inagua island had been destroyed and the roof of a government building was partially ripped off.

Sooner Halvorson, a 36-year-old hotel owner from Colorado who recently moved to the Bahamas, said she and her husband, Matt, expected to ride out the storm with their two young children, three cats, two dogs and a goat at their Cat Island resort.

"We brought all of our animals inside," she said, though she added that a horse stayed outside. "She's a 40-year-old horse from the island. She's been through tons of hurricanes."

On Great Exuma island, guest house operator Veronica Marshall supplied her only customer with a flashlight and some food before Sandy bore down. She said she was confident that she and her business would make it through intact.

"I'm 73 years old and I've weathered many storms," she said.

Tropical storm conditions were possible for Florida's southeastern coast, the Upper Keys and Florida Bay by Friday morning.

Hurricane Sandy was expected to churn through the central and northwest Bahamas by Friday afternoon and then head northward off the U.S. coast.

With storm conditions projected to hit New Jersey with tropical storm-force winds Tuesday, there was a 90 percent chance that most of the U.S. East Coast would get steady gale-force winds, flooding, heavy rain and maybe snow starting Sunday and stretching past Wednesday, U.S. forecaster Jim Cisco said.

In an announcement at the end of Cuba's Thursday night newscast, Cuban authorities said the island's 11 dead included a 4-month-old boy who was crushed when his home collapsed and an 84-year-old man in Santiago province.

Santiago, Cuba's second largest city near the eastern tip of the island, was spared the worst of the storm, which also slammed the provinces of Granma, Holguin and Las Tunas.

There were no reports of injuries at the U.S. naval base at Guantanamo Bay in Cuba, but there were downed trees and power lines, said Kelly Wirfel, a base spokeswoman. Officials canceled a military tribunal session scheduled for Thursday for the prisoner charged in the 2000 attack on the Navy destroyer USS Cole.

In Haiti, Joseph Edgard Celestin, a spokesman for the civil protection office, said the country's death toll stood at nine, including three people who died while trying to cross storm-swollen rivers in southwestern Haiti. He did not provide specifics of how other people died.

Officials reported flooding across Haiti, where many of the 370,000 people still displaced by the devastating 2010 earthquake scrambled for shelter. More than 1,000 people were evacuated from 11 quake settlements, according to the International Organization for Migration.

Sandy was blamed for the death of an elderly man in Jamaica.

The employee benefits landscape has been evolving over the past 10 years. Commonly referred to as worksite benefits, voluntary benefit products such as voluntary life insurance have been available for quite some time. These benefits are a convenience to employees, as they are sold to individuals in the workplace as part of their total benefits packages. Pricing of the products is competitive, since they are rated on group rates and the premiums are paid on a payroll deduction basis.

In the last several years, employee benefit insurance programs have been gaining more traction. No longer just another option for employees, the process of providing these benefits is an opportunity for an employer to reinforce the core benefits program and educate the employee on the products they already have purchased. The process allows employees to elect additional coverages that fit their unique needs. Many employers are opting for employee choice in the benefit plan selection process.

What products can be included in a worksite benefits program?

The products that can be purchased in the worksite benefit environment have evolved over recent years, mostly due to the popularity of consumer driven health plans. Many products have been designed to help fill the gaps of these high-deductible health plans, and most are health-savings account compatible.

Voluntary benefits that can be purchased by employees on a worksite platform may include:

  • accident insurance
  • cancer insurance
  • dental insurance
  • disability insurance
  • gap policies
  • voluntary life insurance
  • prepaid dental plans
  • prepaid legal plans
  • pet insurance
  • vision plans

The availability of products may vary based on state filings and individual company offerings. While there are many options to choose from, we normally recommend starting with just two or three options to make it more manageable for employees.

What are the benefits of an employee benefits program?

There are many advantages to group benefit solutions. The plans are supported by employee benefits services and relatively easy for employers to administer. The insurance company and its enrollment team will assist with pre-enrollment communication materials. The enrollment materials can be personalized for each employee.

There are two options for enrollment in the plans.

  • The group enrollment option is led by trained benefit counselors from the enrollment company. This is the option most employers are familiar with.
  • The other option is for the employer to elect the ?one-on-one? program, where the benefit counselor meets individually with each employee, presenting on a laptop computer. The one-on-one method allows, in a private setting, core enrollment of all benefits offered. The counselor may also provide a summary of products purchased by and for the employee. Many providers can offer a total compensation statement to the employee at the end of the session.

The voluntary benefits need about a four-week planning window before enrollment can take place. Many employers opt to offer these benefits at different times than that for core benefit plan enrollment, to avoid having the voluntary benefits being overshadowed by core medical, dental, and other employer-paid benefit plans.

Final thoughts on worksite benefits

Worksite plan offerings continue to grow in popularity in today?s marketplace. As a result of rising medical plan costs, many employers have needed to trim medical plan and core benefit programs to reduce costs. Worksite benefits allow employers to fill those gaps cost effectively enhancing employee satisfaction with benefit programs. As always, an employer is advised to work with an experienced employee benefits consultant in establishing a worksite benefits plan.
