60 years on, Helsinki's Olympic legacy endures

HELSINKI (AP) ? If Londoners need inspiration on how to ensure that the Olympic legacy lives on long after the Summer Games, they may want to throw a glance at Helsinki.

Sixty years after the Finnish capital hosted the Olympics, almost every stadium built is still being used for the purpose it was intended.

"We can still see the 1952 Games as we walk in the city," said history professor Juhana Aunesluoma of Helsinki University. "We still have almost all of the monuments that were built for the 1952 Games. The venues, they are still part of the city structure."

In London, six out of eight facilities at Olympic Park have their future secured, but a multi-million pound (dollar) plan to lease the Olympic stadium to a London soccer club fell through amid legal wrangling last year.

Now, new bids are being considered for London's stadium, including plans from a local soccer club and for use as a Formula One race track. A preferred bidder has finally been chosen for the press and broadcast centers, while the basketball arena will be dismantled once the games are over, with possible use as a pop-up stadium for future sports events.

Helsinki's Olympic Stadium was on duty just last month hosting the European Athletics Championships. The nearby aquatic center, velodrome, and rowing stadium are all still standing and in frequent use. An indoor sports hall which hosted wrestling, boxing and gymnastics fulfills the same role today.

Other major infrastructure projects completed for the 1952 Games such as Helsinki's airport and a ferry passenger terminal at the harbor are also still in use, built to last in a financially tough decade when Finland was still recovering from three wars and paying crippling reparations to the Soviet Union.

Like London, the Helsinki Olympic Village was built to be converted into a social housing project after the games were over. Today, the neighborhood of Kapyla is a much-sought-after part of the city to live in.

"It's beautiful and green and the buildings are ones the people really like," Aunesluoma said. "The aesthetic eye of 1952 is pretty much the way we like to see our neighborhoods still today."

Of course, most Helsinki venues could no longer cope with the demands of modern international sports events. The outdoor pool and velodrome are maintained only to national-level competition standards.

The Olympic Stadium in Helsinki has undergone several refurbishments over the years and work started on another intensive maintenance and make-over almost as soon as the last medal was presented at June's European Athletics Championships.

While the wooden seating inside the stadium might be a functional mainstay of Nordic design, it was never very comfortable. And facilities for athletes, officials and the media are wholly outclassed by modern stadia.

Still, the Olympic stadium has enjoyed many years at the heart of the Finnish capital's architectural landscape.

Vesa Tikander, a researcher at the Sports Library of Finland, said the 1952 Games are sometimes referred to nostalgically as "the last real Olympic Games," because of their relatively small scale, lack of commercialism and familial location right in the heart of Helsinki.

In contrast to London, the 1952 Olympics were a modest affair with roughly half the number of athletes competing in half the number of medal events.

The sports equipment inventories have grown in leaps and bounds over the past six decades ? London has ordered 600 basketballs for competition use, compared to Helsinki's 60, and 2,700 soccer balls compared to Helsinki's 200.

Advertising, funding and sponsorship have changed beyond all recognition in the last 60 years as well. Back then, there were no ubiquitous advertising campaigns promoting sports brands and fast food restaurants.

Even Coca-Cola, a brand long associated with the Olympics, was something of a novelty to Finnish crowds in 1952.

"It was the first time Coca-Cola was made available" in Finland, Tikander said.

Clinton urges Egypt's military to support transition

US Secretary of State Hillary Clinton met Sunday with Egypt's top military leaders, urging them to support a transition to civilian rule as a political struggle triggers fears that rights could be eroded.

The top US diplomat also met with representatives of Egypt's 10 million-strong Christian community, saying afterwards Washington was "committed to protecting and advancing the rights of all Egyptians: men and women, Muslim and Christian."

Clinton's two-day trip to Egypt comes at a time when a complex power struggle is being played out between the newly-elected Islamist president, Mohamed Morsi, and the Supreme Council of the Armed Forces (SCAF).

After meeting Morsi soon after arriving in Cairo on Saturday, Clinton on Sunday spent more than an hour in talks with Field Marshal Hussein Tantawi -- the country's interim military ruler after president Hosni Mubarak was ousted last year.

"They discussed the political transition and the SCAF's ongoing dialogue with President Morsi," a State Department official told reporters.

Tantawi later vowed that the military will not let "one group" dominate the country, intensifying a standoff with the Muslim Brotherhood from which the new president emerged.

"Egypt will not fall. It is for all Egyptians and not just one group ... The armed forces will not allow it," he said in statements carried by the official MENA news agency, in apparent reference to the Brotherhood.

Clinton and the SCAF head also discussed an economic package, and "Tantawi stressed that this is what Egyptians need most now, help getting the economy back on track," the State Department official said.

She has repeatedly called on the military to respect the outcome of the elections and told a news conference on Saturday that her talks with Tantawi would focus on "working to support the military's return to a purely national security role."

Morsi, Egypt's first democratically elected president, is locked in a standoff with the military after he ordered parliament to reconvene, defying an army decision to disband the house.

But a declaration issued by the SCAF before Morsi was sworn in -- which acts as a temporary constitution -- granted the military sweeping powers, including legislative control, even though they handed over to Morsi on June 30.

While Morsi's decree was applauded by supporters, it set off a firestorm of criticism from opponents who accused him of overstepping his authority.

Choosing her words carefully in the politically-charged atmosphere, Clinton said "it is very clear that Egyptians are in the midst of complex negotiations about the transition" including the make-up of parliament, a new constitution and the full powers of the president."

"Democracy is hard," she said. "It requires dialogue and compromise and real politics. We are encouraged and we want to be helpful. But we know that it is not for the United States to decide, it is for the Egyptian people to decide."

Hundreds of protesters had gathered outside the US embassy and later Clinton's hotel to denounce what they said was "US interference in domestic affairs," MENA news agency reported.

Clinton was later taunted by chants of "Monica, Monica" by tomato-throwing demonstrators as she visited the Egyptian port city of Alexandria.

The chants, referring to the Monica Lewinsky scandal when her husband, Bill Clinton, was president, were heard outside the US consulate as she visited for its reopening.

An embarrassed Egyptian security official said they were chanting "Monica, Monica" and "Irhal, Clinton" (Get out, Clinton.)

Clinton's meeting on Sunday with Christian leaders came after women and religious minorities expressed fears their rights could be rolled back following the post-revolution rise of the Islamists.

"I came to Cairo, in part, to send a very clear message that the United States supports the rights, the universal rights of all people," Clinton said.

"We are going to look to any elected government to support inclusivity, to make sure that the talents of every Egyptian can be put to work in building a new future for this ancient and incredibly important country," she said.

Egypt's Christians have long complained of discrimination and marginalisation even under Mubarak's secular regime.

The election of an Islamist president has raised fears of further discrimination of the community, many of whom had backed Morsi's rival, Ahmed Shafiq -- Mubarak's last prime minister -- in the landmark presidential polls.

Some Christian and secular activists had accused the United States of siding with Morsi during the election.

"I want to be clear that the United States is not in the business, in Egypt, of choosing winners and losers, even if we could, which, of course, we cannot," Clinton said at the opening of the Alexandria consulate.

Cole Hamels put on a show for the scouts, leading the Phillies to a 5-1 win over the Rockies (see Instant Replay). Pitching in Denver?s smoking-hot, light air, the lefty went eight innings, walked one and struck out seven.

The Dodgers, having scratched Chad Billingsley from his start Sunday because of a sore elbow, could also look to trade for Hamels. The Angels like him, too.

For what it?s worth, Manuel thinks there?s a good chance that Hamels stays a Phillie.

Hamels has played the free-agent game perfectly, keeping everything down the middle. The off-field buzz about his future has been a challenge to Hamels? focus, but he?s handled it well.

?I?m not thinking about it,? he said. ?Everybody is going to keep asking about it, so I just have to go out and do my own business and pitch in ballgames every five days. I think that?s all I can be accountable for.

?I get to control my own destiny, so [the contract talk] is the least of my worries. I know if I stay healthy and I?m able to pitch, I know I?ll be able to do well and I?ll be able to do it for a really long time and everything else will kind of fall into place.?

Manuel isn?t surprised Hamels has maintained his focus with so much going on. Other potential Phillies? free agents, namely Shane Victorino, have not performed as well.

?That?s why he?s good,? Manuel said of Hamels. ?That right there is why he pitches good. If you can?t handle it ? what the hell? You know what, if you can?t handle stuff at big moments of the game what happens? We?re going to lose. That?s what a professional is supposed to be.?

Victorino is actually heating up. After going a month without an extra-base hit, he has three in the last two games. Hunter Pence, another cold Phillie, might also be heating up. He broke an 0-for-13 skid by fighting back from an 0-2 count to smack a three-run homer in the fifth inning Sunday afternoon.

A big pitching performance from Hamels. Some big hits. A series win. Was it a glimmer of hope or just a temporary reprieve from all the losing?

?I?ve always got a glimmer of hope,? Manuel said. ?I'm a positive guy. In this game, in the job I have, you better be positive.

?I just get a little ticked off at times.?

Auditors say billions likely wasted in Iraq work

In what it called its final audit report, the Office of the Special Inspector General for Iraq Reconstruction Funds on Friday spelled out a range of accounting weaknesses that put "billions of American taxpayer dollars at risk of waste and misappropriation" in the largest reconstruction project of its kind in U.S. history.

"The precise amount lost to fraud and waste can never be known," the report said.

The auditors found huge problems accounting for the huge sums, but one small example of failure stood out: A contractor got away with charging $80 for a pipe fitting that its competitor was selling for $1.41. Why? The company's billing documents were reviewed sloppily by U.S. contracting officers or were not reviewed at all.

With dry understatement, the inspector general said that while he couldn't pinpoint the amount wasted, it "could be substantial."

Asked why the exact amount squandered can never be determined, the inspector general's office referred The Associated Press to a report it did in February 2009 titled "Hard Lessons," in which it said the auditors ? much like the reconstruction managers themselves ? faced personnel shortages and other hazards.

"Given the vicissitudes of the reconstruction effort ? which was dogged from the start by persistent violence, shifting goals, constantly changing contracting practices and undermined by a lack of unity of effort ? a complete accounting of all reconstruction expenditures is impossible to achieve," the report concluded.

In that same report, the inspector general, Stuart Bowen, recalled what then-Defense Secretary Donald H. Rumsfeld asked when they met shortly after Bowen started in January 2004: "Why did you take this job? It's an impossible task."

By law, Bowen's office reports to both the secretary of defense and the secretary of state. It goes out of business in 2013.

Bowen's office has spent more than $200 million tracking the reconstruction funds, and in addition to producing numerous reports, his office has investigated criminal fraud that has resulted in 87 indictments, 71 convictions and $176 million in fines and other penalties. These include civilians and military members accused of kickbacks, bribery, bid-rigging, fraud, embezzlement and outright theft of government property and funds.

Debt crisis: China wheels out ways to boost slow economy

Just a few weeks ago, the expectation was of bumper crops. But America's ongoing hot, dry summer means the US Department of Agriculture last week slashed its 2012-2013 corn crop and season-end inventory forecasts by 12pc and 37pc respectively, the deepest such downgrades in 25 years.

For the world's largest producer of staple grains, supplying a third of all corn, wheat and soya beans sold on global markets, America's scorching summer has pushed corn and wheat prices for year-end delivery more than 40pc higher over the previous month. Corn and soya bean prices are now above their 2008 peaks, the year that saw food riots in more than 30 countries.

Food price spikes are dangerous and not only because of potential social and political unrest, last year's Arab spring being a case in point. Expensive food also drives inflation, making it even tougher for central banks to keep the economic show on the road.

Where soft-commodity prices go, other resource prices often follow. Brent crude prices broke back above the $100-a-barrel barrier last week, another blow to struggling Western oil importers. Iranian sanctions apart, oil is edging up again amid yet more evidence that, however weak energy demand may be in slow-growth "advanced" countries, fuel consumption in the emerging markets will keep rising.

The International Energy Agency last week predicted oil use in nations outside the OECD would reach 45.7m barrels a day in 2013, overtaking OECD consumption for the first time. Global crude use grew by 0.7m barrels a day in 2011 and the IEA sees this increase accelerating to 0.8m this year and 1m in 2013.

As these demand realities focus oil traders' minds, the prospect of yet more QE money-printing in the US, UK and eurozone means investors are, once again, increasingly using physical crude and synthetic oil derivatives as "safe haven" investments, hedging against inflation and Western currency debasement. That's another reason why I still think oil will average significantly more than $100 a barrel during 2012.

I really wanted to devote this column, however, to Ireland, rather than China and commodities. Amid the litany of woe that is the eurozone, the Republic stands out as the one country among the profligates that is taking, and being rewarded for taking, its austerity medicine.

Last week, the European Central Bank and International Monetary Fund confirmed that Ireland, half-way through its bail-out programme, is meeting its fiscal targets. The economy grew by 1.4pc last year and, during the first quarter, GDP was 1.2pc up on the same period in 2011.

Ireland has now endured two years of harsh public spending cuts and economic adjustment, meeting the conditions of the EU-IMF programme which, in 2010, pumped ?64bn into its bloated banking sector. This is the main reason why yields on the country's 10-year sovereign bonds have, in recent months, plunged from around 15pc in early 2011, all the way down to 5pc-6pc.

Since the recent Rome summit, though, Irish borrowing costs have dropped to pre- bail-out levels and are now below those
of Spain. That's because if the European Stability Mechanism, the eurozone's ?500bn (?393bn) bail-out fund, takes a chunk of Spain's bank-related debt on to its balance sheet, it will have to do the same for Ireland.

Many in Dublin feel this would only be just. During the early stages of this eurozone crisis, the Irish government, originally wanting to impose write-offs on bank bondholders, was forced by Brussels to take the losses on the state balance-sheet instead, while accepting a bail-out. This was in the name of preventing eurozone-wide "contagion". Having "taken one for the team" back then, the Irish could now benefit from any moves to help Spain.

Ireland's austerity programme is "working" because, unlike many of the other eurozone "peripheries", the country has a very strong export sector that means it can pay its way. Irish exports rose 6pc last year, to an all-time record, following 8pc growth in 2010 ? and it's not all whiskey and stout.

Ireland is the largest net beef exporter in the northern hemisphere. It is the world's second-largest net exporter of pharmaceuticals. The Republic, in fact, is Europe's third-biggest net exporter overall in absolute terms ? not bad for a country of fewer than 5 million people. This trade performance has helped to convince bond investors that, over time, the Irish can service their debts because, when all is said and done, they're selling more than they're consuming.

Last week, Ireland returned to international capital markets for the first time since September 2010, selling ?500m of three-month Treasury bills at 1.8pc in an auction that was almost three times over-subscribed. This was an important milestone on the country's path to recovery. On longer-term loans, yields have halved in 12 months, making Irish bonds the eurozone's best-performing sovereign instruments over the past year.

Ireland has a long way to go. Its budget deficit remains huge, consumer spending is still 10pc below 2008 levels and, even with the natural "migration value", unemployment is almost 15pc.

Dublin's EU-IMF bail-out is due to expire at the end of 2013. Almost immediately, the country then faces an ?8bn bond repayment. To fund this, Ireland will have to do a lot better than selling short-term debt worth a few hundred million pounds, as it did last week. But thanks to its own efforts, the Republic is now in with a fighting chance.

'ParaNorman' conjures up zombies at Comic-Con

(AP) ? The makers of the animated tale "ParaNorman" like to think of their film in terms of odd combinations. Horror and comedy. John Carpenter meets John Hughes. "The Breakfast Club" meets "The Fog."

Or, as writer-director Christ Butler told a crowd Friday at the Comic-Con fan convention, "a zombie movie for kids. Why not?"

Opening Aug. 17, "ParaNorman" tells the story of a boy whose ability to talk to the dead makes him the best hope to save his town after a witch's curse raises an army of zombies. With a voice cast that includes Kodi Smit-McPhee, Anna Kendrick and Christopher Mintz-Plasse, "ParaNorman" comes from the makers of the 2009 animated adventure "Coraline."

Butler, fellow director Sam Fell and producer Travis Knight said they were aiming to mix a lot of styles, among them the coming-of-age tales of "Breakfast Club" filmmaker Hughes, the wild 1980s youth adventures of Steven Spielberg's Amblin Entertainment and the zombie horror of "Night of the Living Dead" creator George Romero.

"Originally, it was very much influenced by the kinds of stuff I grew up watching, so it was 'The Goonies,' 'Ghostbusters,' and also a lot of horror movies that I shouldn't have been watching when I was a kid," Butler said.

The filmmakers showed off a handful of scenes of the 3-D comedy, including one of Smit-McPhee's Norman in a graveyard surrounded by growling but goofy zombies rising from their graves.

"ParaNorman" was the third supernatural animated comedy previewed at Comic-Con, along with Adam Sandler's monster mash-up "Hotel Transylvania" and Tim Burton's "Frankenweenie," his animated story of a boy who raises his dog from the dead.

Like "Frankenweenie" and "Coraline," ''ParaNorman" was shot through stop-motion animation using puppets that are painstakingly photographed a frame at a time.

"What could be cooler than stop-motion and zombies? Two tastes that taste great together," said producer Knight.

Teen-ager Smit-McPhee said his voice started to change halfway through his recording work for "ParaNorman."

"Now when you hear the movie, it doesn't even sound like me," Smit-McPhee said. "That voice will always be there, and I can't get it back."

Kendrick plays Norman's whiny older sister, who spends much of the movie bickering with her kid brother. The "Twilight" co-star, who plays one of Kristen Stewart's gabby school friends, said she asked the "ParaNorman" filmmakers if they hired her because of her work in the vampire franchise.

"They said, 'No, we haven't seen those. We just listened to your voice in interviews,'" the nasal-voiced Kendrick said. "I have a cold right now. Usually, I have a really sexy deep voice."

Dialogue Between the Vatican and the Assyrian Church to Resume

Thrissur, India -- Talks between the Roman Catholic Church and Assyrian Church of the East (ACoE) on ironing out their differences and a possible merger would resume on October 4 at the Vatican.

"The main agenda of the third and final stage of talks would be about the Pope's stand if both Churches came together together," said Mar Aprem, Senior Metropolitan of ACoE and Patriarchal Delegate to India.

The noted Church historian and Aramaic scholar said a decision to resume the talks was taken at the recent eight-day 14th Holy Synod of the Assyrian Church at Chicago (USA), which was attended by 13 prelates from the US, Europe, Canada, Iraq, Australia, Iran, New Zealand, Lebanon and India.

Mar Yohannan Yoseph and Awgin Kuriakose were the other bishops from India at the synod, he said.

It was also decided to send a representative delegation comprising Metropolitan Mar Meealis Zaia, Bishops Mar Odisho Oraham, Mar Awa Royel, Synod Secretary and Archdecon William Toma for preliminary talks, he said.

The dialogue was established in 1985 with a view to ironing out some of their differences, he said.

In the first round of talks, Mar Dinkha IV, head of Assyrian church, and Pople John Paul II signed a common Christorlogical Declaration, which solved the vexed issue of Theotokos (Mother of God), held dear by Roman Catholic church and Christotokos (Mother of Christ), which the Assyrian church stood by, he said.

Another difference was on Vatican insisting on accepting the seven traditional sacraments like Baptism to five by the Assyrian Church. This was also solved with finalisation of a sacramental declaration in 2004, though not signed in the second phase, he said.

"The hitch in smooth finalisation of the issue will be the determination of the place of Pope and Catholicos patriarch, the supreme head of the Assyrian Church," he said.

The Synod also decided to have a dialogue with the Greek Orthodox Church, with about 200 million faithful the world over, with which there were some minor differences, Aprem said.

NY Fed told of interest rate manipulation in '07

WASHINGTON (AP) ? The Federal Reserve Bank of New York released documents Friday that show it learned five years ago of big banks understating their borrowing costs to manipulate a key interest rate.

The documents also show Treasury Secretary Timothy Geithner, who was then president of the New York Fed, urged the Bank of England to make the rate-setting process more transparent.

A congressional panel requested the documents and is investigating manipulation of the London interbank offered rate (LIBOR) rate, which affects interest people pay on loans.

The process for setting LIBOR has come under scrutiny since Britain's Barclays bank admitted two weeks ago that it had submitted false information to keep the rate low. In settlements with U.S. and British regulators, the bank agreed to pay a $453 million fine.

Regulators are also looking to see if other major banks, including Citigroup Inc. and JPMorgan Chase & Co., committed similar violations.

The LIBOR rate is little-known outside the financial industry. But it provides the architecture for trillions of dollars in contracts around the world, including mortgages.

A British banking trade group sets the rate every morning after international banks submit estimates of what it costs them to borrow money.

The documents show correspondence from Barclays bank to the New York Fed in 2007 indicated some major banks may have been trying to rig the rate.

Then in April 2008, an employee of Britain's Barclays told the New York Fed the bank had underreported its borrowing costs to keep the key interest rate low.

The employee explained that Barclays was understating its borrowing costs because other big banks were doing the same.

"So, we know that we're not posting um, an honest LIBOR," the Barclays employee says, according to the transcript of the April 2008 telephone call. "And yet we are doing it because um, if we didn't do it ... it draws, um, unwanted attention on ourselves."

On June 1, 2008, Geithner sent an email to Mervyn King, the head of the Bank of England, urging the British central bank to change the way the LIBOR is calculated.

Internal New York Fed reports also show regulators were concerned about the accuracy of the LIBOR rate. And in a June 5, 2008 report to a group of U.S. federal regulators, analysts at the New York Fed cited possible misreporting of the rate.

While Geithner expressed concerns to the British central bank, it wasn't until last month that U.S. and British regulators won a settlement with Barclays and imposed fines.

It isn't clear why Geithner didn't make his concerns public after he sent the email in 2008.

Treasury spokeswoman Natalie Wyeth declined to comment on the subject Friday.

The New York Fed released the documents at the request of Rep. Randy Neugebauer, R-Texas, who heads the House Financial Services investigative panel.

"As much as $800 trillion in financial products are pegged to LIBOR, so any manipulation of this rate is of serious concern," Neugebauer said in a statement Friday. "We'll continue looking into this matter to determine who was involved in this practice and whether it could have been prevented by regulators."

Sen. Tim Johnson, chairman of the Senate Banking Committee, said Geithner and Federal Reserve Chairman Ben Bernanke should be prepared to answer questions on the subject when they appear before his committee later this month.

The chairman of Barclays, Bob Diamond, resigned last week and had to forfeit up to $31 million in bonuses and incentives.

Oregon cave discovery hints at ancient American culture

Ancient stone projectile points and fossilized feces suggest a culture that existed on the West Coast some 13,000 years ago.?

While scientists agree they crossed the Bering Strait during an ice age, no one knows the identity of the first people to spread across the North American continent.

For some time, these first Americans were believed to have belong to a single group, called the Clovis culture, named for the New Mexican site where their distinctive, 13,000-year-old projectile points were first found.

However, some have questioned this theory, and these newly discovered projectile points, the sort of stone tips added to spears, appear to add weight to these questions.

These stone points, a type known as Western Stemmed points, are narrower and lack the distinctive flute, or shallow groove, found on Clovis points. Researchers believe the two types of points represent different technologies, produced by different cultures.

"This brings into focus the concept that other people or perhaps even multiple waves of people bringing other technologies were certainly involved in the first colonization [of the Americas]," said researcher Dennis Jenkins, an archaeologist at the University of Oregon, in a podcast issued by the journal Science, where the work is published. ?[How Fighting Evolved: 10 Weapons That Changed Combat]

Dating these Western stemmed points accurately was key, since others like them have been found elsewhere; they are common on the U.S. West Coast and in the Great Basin of Nevada, Utah, Idaho, Oregon and California.

These are generally believed to be younger than Clovis points. However, researchers have had difficulty finding materials that can be reliably dated at the Western Stemmed point sites, Jenkins said during a press conference yesterday (July 11).?

Archaeologists often look at the decay of radioactive carbon atoms within organic material to determine its age. In Oregon's Paisley Caves, where the four new Western stemmed points showed up, the researchers found some of the ancient organic material they needed, most notably, in coprolites, or dried feces, carrying human DNA.?

The coprolites appeared to have been left behind at about the same time as the nearby projectile points.

Radiocarbon dating put the coprolites and other organic samples located near the points at more than 13,000 years old. The team examined the sedimentary layers and the artifacts to determine if the sediment, and as a result the timeline preserved as new layers are laid down, had been disrupted or if the samples had been contaminated.

As a result, they determined that the projectile points ? which were broken and appear to have been cast aside as garbage ? were as old or older than Clovis points found elsewhere.

"The radiocarbon dates we got have answered the question, are Western stemmed points as old as Clovis. It's been debated since the 1970s, and we have established that fact beyond question," Jenkins said in the podcast. "It certainly reinforces or substantiates, if you will, the concept that there were multiple cultural influences here during the Pleistocene [when the Americas were first colonized]."

The research is detailed in Friday's (July 13) issue of the journal Science.?
